Execution of the Banishree Scholarship Program

The district social welfare officer holds the responsibility for printing a sufficient quantity of application forms and distributing them to sub-collectors, block development officers (BDOs), and heads of educational entities like schools and colleges. Interested students are required to obtain, complete, and submit these forms to their institution’s head. The process of transferring the scholarship funds is managed by the BDO or sub-collector.

Verification of the application details against existing records is a mandatory step carried out by the educational institution’s head. Post-verification, these applications are forwarded to the sub-collector or BDO. The scholarship amount is then disbursed into the beneficiaries’ bank accounts in two installments by the BDO or sub-collector.

Authority and Process for Approving the Banishree Scholarship

The block development officer (BDO) is tasked with approving the Banishree Scholarship for schools and educational institutions located in rural areas, up to the high school level. In contrast, for those situated in urban locales, the sub-collector is vested with the authority to approve the scholarship. The educational institution’s head must verify the application against existing records and recommend approval to the BDO or sub-collector.

Upon receiving the applications, the sub-collector or BDO is responsible for sanctioning the scholarship for students in both municipal and rural areas. To facilitate this, they must communicate the fund requirements to the collector or District Social Welfare Officer (DSWO) by 31st August.

For students over 18 without a zero-balance account, a joint account should be established with their parent or guardian. Following the scholarship approval, the DSWO must relay the funding needs to the state government by 15th September. Subsequently, the state government is expected to disburse the first installment of funds to the sub-collector or BDO by the end of September, with the remaining funds released by the end of January.

PM Suraj Portal 2024:

Payment Procedure for the Banishree Scholarship

Upon receiving the funds from the state government, the BDO or sub-collector will transfer the scholarship amount directly into the students’ bank accounts. This payment is made in installments, following thorough verification of the student’s attendance by the head of the educational institution.

Once the scholarship funds are disbursed to the students’ accounts, the BDO or sub-collector must provide a utilization certificate to the district social welfare officer, who then forwards it to the state government. The scholarship is disbursed from the month the student is admitted to the institution until the end of the academic year, covering the examination month as well.

In cases where a student is absent for three months due to medical reasons, they will still receive the scholarship amount in full.
