Swami Vivekananda Youth Empowerment Scheme Assam Amount
The Swami Vivekananda Assam Youth Empowerment Scheme, initially launched in 2017, has been re-launched by the Finance Minister of Assam. A budget of 1000 crore rupees has been allocated to this scheme to benefit the youth of the state. Approximately 2 lakh young people will benefit, with each receiving 50,000 rupees under the scheme.
In the years 2017 and 2018, around 7000 beneficiaries were included in the scheme. In 2019, the government included around 1,500 more people.

The primary objective of the Swami Vivekananda Assam Youth Empowerment Scheme is to provide adequate employment opportunities to the residents of Assam. It will facilitate the establishment of new businesses and ventures while helping existing ventures to expand and increase their value. Financial assistance will be provided to individuals, enabling them to invest in micro and small businesses. Under the Swami Vivekananda Assam Youth Empowerment Scheme, each beneficiary will receive 50,000 rupees. The government will implement measures to help participants grow their businesses. Swami Vivekananda Assam Youth Empowerment Scheme Eligibility
Applicants must adhere to the following eligibility criteria when applying for the scheme:
- Must be residents of Assam.
- Must be above 18 years of age.
- There is no income ceiling for receiving assistance under this scheme.
- Should possess the necessary skills, experience, and knowledge to undertake income-generating activities.
- Must have at least a basic educational qualification of Class standard.
- Preference will be given to those who have completed Skill Development Training.
- Should not be a defaulter of any loan.
- If any information provided by the applicant is found to be incorrect, actions will be taken against the beneficiary, including loan cancellation, recovery of the amount as Bakijai, and blacklisting from future benefits under any Government Scheme.
- PMEGP beneficiaries of the last 5 years are not eligible for this scheme.

Swami Vivekananda Assam Youth Empowerment Scheme Financial Assistance
The state government will collaborate with private, public, and rural banks to support this scheme.
- New entrepreneurs in the state will receive financial assistance of one lakh rupees.
- Existing entrepreneurs can receive up to two lakh rupees.
- Beneficiaries are required to contribute only 25% of the total project cost.
- Banks will have the freedom to grant loans.
- For a loan amount of one lakh rupees, the beneficiary must contribute 25,000 rupees.
- A subsidy of 20,000 rupees will be provided on a one lakh rupee loan.
- The remaining 55,000 rupees will be covered as a bank loan.
- The government will allocate 200 crore rupees to fund this scheme.

Institutional & Implementing Arrangements:
- The nodal department for the scheme is the Industries and Commerce Department.
- The District Industries and Commerce Centre will be responsible for implementing the scheme.
- Private banks, public banks, and regional rural banks will be the leading agencies.
- All participating banks will execute a memorandum to implement the scheme.
National Youth Parliament Scheme (NYPS) 2024:
Bank Finance:
- Banks will finance around 55% of the project cost under this scheme.
- They will support capital expenditure through loans.
- Banks will also provide working capital.
- Beneficiaries must submit 25% of the project cost to the bank after receiving the loan.
- Upon receipt of the subsidy, the bank will release the loan amount.
Interest Rate and Repayment Schedule:
- The interest rate will be as per the guidelines issued by the Reserve Bank of India.
- The repayment schedule will range from 3 to 7 years after the final moratorium period.
- Financial institutions will define the final moratorium period.
Procedure of Approval:
- Advertisements will be published in different districts of the state.
- Applications will be invited through these advertisements.
- Beneficiaries must submit their applications at the district level.
- The concerned authority will accept applications through an online procedure.
- Once submitted, the General Manager of the district-level committee will scrutinize the applications.
- The committee will examine the applications and recommend the confirmed ones to the bank.
- The bank will make the final decision.
- After selection, the loan will be released within 5 working days.
- The bank will then submit the margin money subsidy proposal against the borrower.
